APPROVAL OF BILLS AND CLAIMS FOR JANUARY 2024 IN THE AMOUNT OF $1,283,765

Recommendation: Approve the Bills and Claims for January 2024 in the amount of $ 1,283,765
Description: This is a routine item of the itemized bills and claims for Council review and approval.

APPROVAL OF MINUTES

RecommendationApprove minutes for January 17 and February 7, 2024, City Council meetings. 
Description: This is a routine item to approve the City Council meeting minutes. 

 
3.
APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH KIMLEY-HORN AND ASSOCIATES, INC. FOR PROJECT DESIGN FOR THE ALAMEDA DE LAS PULGAS TRAFFIC AND SAFETY IMPROVEMENTS PROJECT
Report: ROBERT OVADIA, PUBLIC WORKS DIRECTOR
Recommendation: It is recommended that the Council approve a professional Services agreement with Kimley-Horn and Associates, Inc. in the amount of $456,984.10 for professional engineering and environmental support services necessary to design Alameda de las Pulgas Traffic and Safety Improvements Project; direct the City Attorney to prepare the agreement; and authorize the City Manager to sign the agreement.
Description: This item will involve a Council discussion to authorize a professional Services agreement with Kimley-Horn and Associates, Inc. in the amount of $456,984.10 for professional engineering and environmental support services.

ANNUAL REPORT REGARDING USE OF MILITARY EQUIPMENT PURSUANT TO AB 481
Report: STEVE McCULLEY, CHIEF OF POLICE
Recommendation: It is recommended that the City Council accept the AB 481 Annual Report, take public comment, and direct staff to post the report pursuant to Government Code 7072.
Description: This is a routine item that appears before the Council for approval annually.

 
5.
ADOPT THE ATTACHED BUDGET AMENDMENT RESOLUTION FOR THE FY 2023/24 BUDGET

Recommendation: It is recommended that the Council adopt the attached Resolution authorizing a Budget Amendment for the FY 2023/24 Budget.
Description: This item will be a Council discussion for the Council to review and consider adopting a Resolution authorizing a Budget Amendment for the FY 2023/24 Budget.

 
6.
REQUEST FOR PROPOSALS FOR EVENT MANAGEMENT SERVICES AT HOLBROOK-PALMER PARK
Report: ROBERT OVADIA, PUBLIC WORKS DIRECTOR
Recommendation: It is recommended that the Council review and authorize release of the attached Request for Proposals (RFP) for the provision of event management services at Holbrook-Palmer Park.
Description: This item is for Council consideration and authorization to release a Request for Proposals (RFP) for the provision of event management services at Holbrook-Palmer Park.

 
PUBLIC HEARING (Items 7 – 10)

INTRODUCTION BY TITLE ONLY AND WAIVE FIRST READING OF AN ORDINANCE AMENDING CHAPTER 8.28 OF THE ATHERTON MUNICIPAL CODE TO MAKE IT CONSISTENT WITH STATE LAW

Recommendation: It is recommended that the Town Council introduce by title only and waive the first reading of an Ordinance ("Ordinance"), amending Chapter 8.28 of the Atherton Municipal Code ("AMC") to make it consistent with state law (Health and Safety Code Section 115920 et seq. and Health and Safety Code Section 116025 et seq.).
Description: This item is an introduction and first reading of an Ordinance ("Ordinance"), amending Chapter 8.28 of the Atherton Municipal Code ("AMC") to make it consistent with state law (Health and Safety Code Section 115920 et seq. and Health and Safety Code Section 116025 et seq.). This will appear on a future agenda for a second reading and adoption.

ADOPT RESOLUTION NO. 24-XX APPROVING AN AMENDED TOWN MASTER FEE SCHEDULE

Recommendation: It is recommended that the Council;

1. Conduct a Public Hearing

2. Review and discussion on the Town’s User Master Fee Schedule; and, if appropriate, adopt resolution 24-XX approving an amended Town Master Fee Schedule.
Description: This item will be a Public Hearing where the Council will discuss the Towns User Master Fee Schedule for adoption.

 
9.
DISCUSS AND CONSIDER AN AMENDMENT THE “HERITAGE TREE PRESERVATION STANDARDS AND SPECIFICATIONS” TO ALIGN TREE PROTECTION ZONE (TPZ) STANDARDS IN THE R-1A AND R-1B ZONING DISTRICTS
Report: BRITTANY BENDIX, TOWN PLANNER AND SALLY BENTZ, TOWN ARBORIST
Recommendation: Staff recommends that the City Council maintain the current standards pertaining to the Tree Protection Zones (TPZ) for R-1A and R-1B in the “Heritage Tree Preservation Standards and Specifications” (“Guidelines”).
RECOMMENDED MOTION FOR APPROVAL

FIRST READING OF AN ORDINANCE TO REPEAL AND REPLACE ATHERTON MUNICIPAL CODE CHAPTER 17.52 “ACCESSORY DWELLING UNITS,” AND TO AMEND CHAPTER 17.36 “PUBLIC FACILITIES AND SCHOOLS DISTRICT (PFS)” AND CHAPTER 17.60 “DEFINITIONS.”

Recommendation: Staff recommends that the City Council conduct a public hearing to review the first reading of the ordinance that repeals and replaces Chapter 17.52 “Accessory Dwelling Units” and amends Chapter 17.36 “Public Facilities and Schools District (PFS)” and Chapter 17.60 “Definitions.”

APPROVAL OF FUNDING FOR THE INSTALLATION OF ELECTRIC VEHICLE (EV) CHARGING INFRASTRUCTURE AT HOLBROOK-PALMER PARK THROUGH PENINSULA CLEAN ENERGY’S EV READY PROGRAM

RecommendationIt is recommended that the Council discuss and decide if the Town should allocate $300,000 to install EV Charging Infrastructure at Holbrook-Palmer Park through Peninsula Clean Energy's EV Ready Program
Description: This item is to request $300,000 to install electric vehicle (EV) chargers at Holbrook Palmer Park.

The Town of Atherton Council and Committee or Commission meetings are a limited public forum, and all public comment must relate to something that is within the subject matter jurisdiction of the Council or Committees. If comments do not relate to the subject matter jurisdiction of the Council or Committee, we will stop the comment and a warning may be provided. If the comment continues to be outside of the subject matter jurisdiction the speaker will be stopped, and we will move on to the next speaker. Speakers found in violation of this rule of procedure may be removed from the meeting.
