This meeting is being held via teleconference pursuant to Government Code section 54953(e)(1)(B) and in compliance with the Brown Act.  Section 54953(e)(1)(B) permits the Town to hold a meeting during a proclaimed state of emergency via teleconference in order to determine whether as a result of the emergency meeting in person would present an imminent risk to attendees' health or safety.   The meeting will be held by tele or video conferencing. The public may participate via: Zoom Meeting.

RATIFICATION AND CERTIFICATION OF PROCLAMATION OF LOCAL EMERGENCY; MAKE SUCH FINDINGS AS REQUIRED UNDER GOVERNMENT CODE SECTION 54953(E)(3); AND RATIFY SUCH RULES AND REGULATIONS ENACTED BY THE DIRECTOR OF EMERGENCY SERVICES IN RESPONSE TO DECEMBER 31, 2022 STORM EVENT(S)
Report: City Manager, George Rodericks
RecommendationIt is recommended that the Council –

1) Ratify the Proclamation of Local Emergency as enacted by the Director of Emergency Services in response to the December 31, 2022 Storm Event(s); and
2) Make such findings as required under Government Code Section 54953(e)(3) to meet remotely to ensure the continued health and safety of the public.
Description: The City Council will certify that the proclamation of local emergency in response to December 31, 2022 Storm Event(s). 

 
2.
REVISIONS TO THE DRAFT HOUSING ELEMENT IN RESPONSE TO HCD COMMENTS
Report: Planning Consultant, Lisa Costa Sanders
Recommendation: Provide specific programmatic and policy direction to staff and consultants on the primary housing programs and policies to include in the next responsive iteration of the Draft Housing Element.
Description: This item will involve a Council discussion and direction will be provided on the Draft Housing Element
